New approaches to remuneration of civil servants in Ukraine

Abstract

The author analyses the current legislation of Ukraine on remuneration of civil servants, prerequisites and grounds for reforming the public sector remuneration system. The author examines the main novelties of the draft law "On Amendments to the Law of Ukraine "On Civil Service" regarding the introduction of unified approaches to remuneration of civil servants based on the qualifications of positions", in particular, strengthening the role of the official salary; introduction of the classification of positions in accordance with the Catalogue of typical positions and criteria for classifying such positions; introduction of a system of grades (salary levels), etc. The author highlights the importance of this draft law among the priorities of public administration reform and a significant indicator of Ukraine's participation in the EU. The essence, role, advantages and disadvantages of the graded system of remuneration of civil servants as a new system for employees of state structures, the content of which is to group positions by certain factors in order to standardise remuneration, are investigated. The author considers a new structure of civil servants' remuneration, which will include a fixed and a variable component
