The article considers the need for further democratic development of Ukrainian society in the context of a full-scale war on the part of the Russian Federation, in particular, the preservation of a democratic level of activity in the public administration sphere. The article reveals such aspects of scientific substantiation of managerial decisions as achieving empirical reliability of knowledge, determining the conceptual foundations of activity and formulating strategies for the development of the public sphere. It is established that the essential features of knowledge at these levels will be truth, rationality and significance. It is argued that in times of war, the social significance of public administration activity is of particular importance, which focuses on consolidating the efforts of the whole society to strengthen the country's defense capability, defeat the invaders and preserve sovereignty, democracy and humanism
