The author analyzes the national legislation in the field of protection of labor rights of employees and civil servants as workers with a special status with a view to preventing any manifestations and types of discrimination in the labor sphere. The author defines the concept of mobbing as a way of discrimination against labor rights of Ukrainian citizens, which is manifested through psychological, economic and other forms of violence, and the creation of a tense, hostile, offensive atmosphere towards an employee which makes the employee underestimate his or her own professional suitability. The main types of mobbing are vertical - manager-employee and horizontal - colleague-colleague. The author lists the main forms of manifestation, signs and methods of mobbing, as well as ways to avoid and prevent harassment in the workplace; the types and mechanisms of responsibility for such negative actions, the amount of penalties and the procedure for judicial protection are provided
