It is noted that local self-government officials face the need to solve a significant number of managerial and organizational tasks for the development of territorial communities, which necessitates finding ways to increase the efficiency of their professionalization. Based on the results of the analysis of semi-structured interviews and focus group discussions, it is found that the chairmen and deputy chairmen of local councils at all levels are aware of the need to increase the professionalism of officials. It is indicated that internal training was organized in almost all local self-government bodies, and the training programs were mostly aimed at developing the competencies necessary to exercise the powers of local self-government. Organizational shortcomings have been identified: the lack of managerial experience of officials and the lack of professionals in the structure of local self-government bodies. The absence of formalized tools for determining training needs, insufficient effectiveness of online learning, and financial dependence of the professionalization system on external institutions are shown. The inexpediency of creating highly specialized training programs for personal development of officials is determined, and it is recommended to create conditions for their self-education. Proposals for local self-government bodies to organize the process of professionalization management and for regional centers for advanced training to organize training courses are formulated. Further research is recommended in the direction of developing algorithms for harmonizing professionalization programs with the peculiarities of the development of territorial communities.
