Oleksandr Akimov holds a Doctorate in Public Administration (2020), a PhD in Public Administration (2013), the academic title of Professor (2023), and the honorary title of Merited Economist of Ukraine (2017).

He has over 25 years of experience in public service and more than 18 years in academic and teaching activities. His professional career began in 1991 at enterprises in the city of Rivne. From 2004 to 2011, he held positions as Leading Specialist, Chief Specialist, and Head of Division at the Ministry of Education and Science of Ukraine. In 2011–2013, he served as Chief Specialist in the Department for Regulation and Supervision of Financial Companies at the National Commission for the State Regulation of Financial Services Markets. Since 2013, he has been serving as Head of the Legal Support Division at the National Mediation and Conciliation Service under the President of Ukraine.

Since 2007, he has been combining his public service duties with academic work at leading Ukrainian institutions of higher education, including: the National University of Water and Environmental Engineering (Rivne), the Academy of Municipal Management (Kyiv), Vernadsky Taurida National University (Kyiv), Shupyk National Healthcare University of Ukraine (Kyiv), and the Interregional Academy of Personnel Management (Kyiv).

He defended his PhD dissertation in 2013 on the topic: “Formation of Psychological Readiness of Civil Servants for Professional Activity in the Context of Ukraine’s European Integration.”
In 2020, he earned his Doctorate with a dissertation titled: “Systemogenesis as a Paradigm of Public Administration Activity.”
In 2023, he was awarded the academic title of Professor by the Department of Healthcare Management and Public Administration at Shupyk National Healthcare University of Ukraine.

He received higher education at several leading Ukrainian universities: Rivne State University for the Humanities (2005), majoring in Practical Psychology and Law; National University of the State Tax Service of Ukraine (2011), Master’s degree in Finance; Institute of Business Education, Kyiv National Economic University named after Vadym Hetman (2015), majoring in Law.

His research interests include public administration, economic security, European integration, innovative technologies, competency development, national security, sustainable development, and artificial intelligence.

Oleksandr Akimov is the author of more than 290 scientific and educational publications, including 5 monographs, 3 textbooks, 3 teaching manuals approved by the Ministry of Education and Science of Ukraine.
