The author considers the issue of determining the need to develop a strategy for countering illegal armed groups (IAGs), defines the content and constituent elements of the strategy, and traces how the development of individual elements changes approaches to the strategy. The author emphasises the complexity of formulating a national security strategy due to the uncertainty in Ukrainian legislation regarding the concept of strategic legal acts, their hierarchy and content. It is determined that the content of strategic documents in the field of national security is closely related to their complex nature, trends in the development of military conflicts and the complexity and unpredictability of the security environment
