The study aims to analyse and evaluate the effectiveness of state regulation of the process of initiating innovative projects in conditions of limited funding. The main focus is on the mechanisms used by the state to stimulate the innovation activities of enterprises and develop innovative ideas. The article includes an analysis of the legal and financial environment surrounding innovative projects, as well as an assessment of the role of government programmes and instruments in facilitating their launch and development. It examines grant programmes, tax incentives, state guarantees and other financial support mechanisms, analyses cases of successful initiation of innovative projects on a limited budget, and develops recommendations for optimising state support.
