The author analyzes the directions of public administration reform during the war, in particular, the role of public engagement and digitalization of services. The features, limitations and main tools of public involvement in features, limitations and main tools for engaging citizens in making important decisions, the changes in the current legislation caused by the military aggression of Russia military aggression of Russia, an analysis of the impact of digitalization of services in the EU countries in in the dynamics of five years.
